Ignatiy V.: "There was a Kommandantur, a Volost and a starost in each hamlet. The field was been dividedup by the Volost. There were policemen in dark uniforms from the Smolensk district. I also remember a punitive SS-unit." (Witness N°542, interviewed in Oboltsy, on October 19, 2011)
On the eve of the war, the majority of the inhabitants in Oboltsy were Jewish. Before the Soviet period they mainly worked in trade before moving on to work as laborers. Many Jews joined the sovkhoze.
Shortly after the arrival of the Germans, a ghetto was established in August 1941. Around 150 Jews were forced to live in the two school buildings. In March 1941, some Jews escaped from the ghetto with the help of a local policeman. The liquidation of the ghetto took place on June 4, 1942. Circa. 100 Jews were shot in a pit near the ghetto.
