Ignatiy V. told: " There were a Kommandantur, a Volost and a starost in each hamlet. The field had been divided by the Volost. There were policemen in dark uniforms from Smolensk district. I also remember there was a punitive SS-unit." (Witness N°542, interviewed in Oboltsy, on October 19, 2011)
On the eve of World War II the majority of the inhabitants in Oboltsy were Jewish. Before the Soviet time, they worked mainly in trade. Then they were involved in workmanship. Many Jews joined the sovkhoze.
Shortly after the arrival of the Germans a ghetto was established in August 1941. Around 150 Jews were forced to live into two buildings of the school. In March 1941 some Jews escaped from the ghetto, with the help of a local policeman. The liquidation of the ghetto took place on June 4, 1942: about 100 Jews were shot in a pit near the ghetto.
